The headings or catchlines of the several sections of this municipal code are intended as mere headings or catchwords to indicate the content of a section and shall not be deemed or taken to be the titles of such sections, nor as any part of the section, unless expressly so provided, nor shall they be so deemed when any of such sections, including the headings or catchlines, are amended or re-enacted.
