The village, in effecting or soliciting fire insurance, shall pay to the Village Treasurer on the July 15 of each and every year, a sum equal to 2% of the gross receipts of all corporations, companies and associations not incorporated under the laws of the state which are engaged in this premiums received by such corporations, associations or companies, or their agency, agency(s), for business effected or transacted for fire insurance within the village for the year preceding July 1. The sum above named shall be as a tax or license fee upon all such corporations, companies or associations transacting said business with the village.
