(A) This organization shall be known as the Swansea Fire Department. Membership shall consist of active and retired members. Active members shall be limited to a total of 40.
(B) All active members shall be residents of the village or reside within three miles of the village corporate boundaries, be of good moral character and at least 19 years of age.

(C) Daytime firefighters. An active or former member of the Swansea Fire Department who relocates beyond the three-mile radius required for active members, but who is a business owner or works primarily within the village corporate boundaries or within three miles of the village corporate boundaries, may make a request to the Fire Chief to be a daytime firefighter. Daytime firefighters shall participate in an amount of training as prescribed by the Chief.
