The first members of the Board shall be appointed for the following terms: one of the members shall be appointed to serve until the end of the current fiscal year, another to serve until the end of the fiscal year next ensuing and the third to serve until the end of the fiscal year second next ensuing, but every member shall serve until a successor is appointed and qualified.
