(A) Owners of all rental dwellings shall annually register with the Zoning Administrator all rental dwellings in their ownership located within the village. The registration fee shall be paid at the time of the submission of the registration application. All registrations made pursuant to this section shall be valid for the 12-month period beginning January 1 and ending December 31. Registration applications submitted on any date after January 1 shall expire December 31. When the last day of December falls on a Saturday or Sunday, the registration shall be valid until the first Tuesday in January. Registrations shall become invalid upon the sale of the property or reconstruction of the entity in which name the property is owned.
(B) It shall be a violation of this section for any owner to fail to submit the registration application and pay the required fee.
(C) The late fee provided by § 150.004(D) shall be imposed for any application received after January 15.
(D) (1) Within 30 days of any change of ownership of a rental property, the new owner shall re-register the property as such by completing the rental property registration form in order for the rental property to continue as a part of the voluntary, Crime-free Housing Program until December 31 of that year.
(2) A change of ownership shall include any change in ownership rights, including execution of a contract for deed, whether recorded or not.
(E) No owner shall be allowed to register any property if the owner has outstanding fees, fines, liens or judgments due and owing to the village.
(F) Registration may be denied by the village as provided in this chapter. If registration is denied or revoked, the village shall notify the owner, landlord or managing agent as applicable, in writing, of the denial and the reasons therefor, and provide an opportunity to appeal the decision pursuant to this chapter.
(G) Registration, or renewal thereof, shall not be allowed if the owner fails to comply with this chapter and/or all other applicable village ordinances.
