(A) No person, entity or village official shall have the power to appropriate, issue or draw any order or warrant on the Village Treasury for money or otherwise obligate the village financially, unless the same has been appropriated, authorized by state statute or ordered by ordinance and approved by the governing body.
(B) No expenditure for any improvement or obligation to be paid from the General Fund of the village shall exceed in any one year the amount provided for in the adopted budget statement without prior approval of the governing body according to law.
(C) Notwithstanding these restrictions of expenditures, the governing body may by resolution, authorize department heads or village officials the authority to use purchase orders up to a stated amount for items authorized in the current budget, as long as the purchase order complies with all parts of this chapter and does not cause the budget to be exceeded. Said purchase orders shall be provided to the Village Treasury as soon as possible for the Clerk-Treasurer’s review and action as necessary.
(D) All expenditures shall comply with state law and this chapter.
