§ 32.20 TREE BOARD.
   (A)   There is hereby created and established a Village Tree Board for the village, which shall consist of five citizens at large, residing within the zoning jurisdiction of the village, who shall be appointed by the governing body. The members of the Board shall serve a one-year term of office unless reappointed. In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of the term. The Chairperson of the Board of Trustees, the Chairperson of the Board of Park Commissioners and the Village Utilities Superintendent shall be unofficial members of the Tree Board. At the time of the Board’s first meeting in March of each year, the Board shall organize by selecting from their members a Chairperson and Secretary. It shall be the duty of the Secretary to keep full and correct minutes and records of all public meetings, and to file the same with the Village Clerk-Treasurer where they shall be available for public inspection at any reasonable time. A majority of the Board members shall constitute a quorum for the transaction of business. The Board shall meet at such times as the governing body may designate.
   (B)   Special meetings may be held upon the call of the Chairperson or any two of the Board members. Members of the Tree Board shall serve without compensation. It shall be the responsibility of the Tree Board to study, investigate, counsel and develop a written plan for the care, preservation, trimming, planting replanting, removal or disposition of trees and shrubs in public parks, public rights-of-way, streets and alleys. Further, said plan shall set forth, with specificity, street tree species recommended by the Board to be planted, along with recommendations for spacing, the distance trees may be planted from curbs or curb lines and sidewalks, the distance trees may be planted from street corners and fire plugs and restrictions concerning planting around utilities. Such plan shall be presented to the governing body annually and upon its acceptance and approval by the governing body shall constitute the official comprehensive village tree plan for the village.
