Any person desiring to have or hold a public fireworks display within the corporate limits of the municipality shall file with the Village Clerk-Treasurer an application in writing for a permit therefor, which application shall set forth and specifically designate the place where such public fireworks display is to be held, the kind and quantity of fireworks to be used, the date and time thereof and the name of the person who will be in charge of such public fireworks display. The Village Clerk-Treasurer may thereupon issue or refuse to issue such a permit.
