(A) It shall be unlawful for any owner or keeper to abandon any animal.
(B) For the purpose of this section, TO ABANDON means for the owner or the keeper to leave an animal without demonstrated or apparent intent to recover the animal or resume custody of the animal, or to leave an animal for more than 12 hours without providing for adequate food, water and shelter for the duration of the absence, or to leave an animal confined in a motor vehicle in a public place during weather conditions that endanger its life.
