(A) It shall be unlawful for any person to operate any all-terrain vehicle or utility-type vehicle within the village until the owner has demonstrated proof of insurance to the village and obtained an insurance decal for the current year. The village will issue a decal for the current year that must be affixed to the all-terrain vehicle or utility-type vehicle in a conspicuous place.
(B) The village will charge a fee set by resolution of the governing body for the issuance of the permit to operate an all-terrain vehicle and utility-type vehicle in the village. A copy of said resolution shall be kept on file at the office of the Village Clerk-Treasurer and shall be available for inspection at any reasonable hour.
