No well shall be drilled by private individuals or commercial drillers within the municipality, or within one mile of the corporate limits of the municipality, or within one-fourth mile of any municipal well, without first obtaining a permit from the governing body. Applications for such permits shall be available at the office of the Village Clerk-Treasurer during regular business hours. Permits are to be issued by the governing body only after a determination by the Utilities Superintendent or his or her duly authorized agent that there is no threat of contamination to any municipal well or to the underground water supply. The governing body shall deny the application, and no permit shall be issued if the governing body determines that such action is necessary to protect the municipal wells from possible contamination. All new wells within the municipality, or within one mile of the corporate limits of the municipality, or within one-fourth mile of any municipal well, must meet or exceed the requirements of Title 179 of the regulations governing public water supply systems promulgated by the State Department of Health, Division of Drinking Water and Environmental Sanitation.
