§ 52.05 INSTALLATION.
   (A)   Procedure.
      (1)   Upon approval of the customers application, the municipality shall tap the municipal main and the customer shall then be responsible for installation of service from the shut off valve on the main to the premises served, including pipe, trenching, corporation cock and curb stop. A water meter is required for every curb stop, and a curb stop is required for every water meter. A licensed plumber shall connect the water service from the main to the residence. All services that need to be updated or replaced shall comply with all of the installation procedures of this chapter.
      (2)   In making excavations in streets, alleys or sidewalks for the purpose of installing pipe or making repairs, the paving, stones and earth must be removed and deposited in a manner that will occasion the least inconvenience to the public and provide for adequate drainage. No person shall leave an excavation made in the street, alley or sidewalk open at any time without a barricade, and during the night, warning lights. After service pipes are laid, the streets, alleys and sidewalk shall be restored to good condition. If for a period of 24 hours or more, the Utilities Superintendent shall have the duty to finish or correct the work, and all expenses so incurred shall be charged to the consumer. All installations or repairs of pipes require two inspections by the Utilities Superintendent. The first inspection shall be made when connections or repairs are completed and before the pipes are covered. The second inspection shall be made after the dirt work is completed and the service is restored. It is the licensed plumber’s responsibility to notify the Village Utility Superintendent at the time the work is ready for inspection. All installations shall be done under the supervision of the Utilities Superintendent and strictly in accordance with the rules, regulations and specifications prescribed for such installation; provided, that the rules, regulations and specifications have been reviewed and approved by the governing body.

   (B)   Expense. The subscriber shall pay the expense of providing water service from the municipal main to the premises served. The necessary expenses incurred by the Utilities Superintendent when installing the water service, including, but not limited to, pipe, trenching, corporation cock, service clamps and labor are the responsibility of the customer as well as the cost of water meters for service over one and one-half inch.
