No person shall deliver any garbage, trash, waste, used building materials and debris from construction, renovations or demolitions to the village compost site for disposal except upon express consent of the governing body. Under no circumstances shall any person deliver any such garbage, trash, waste or other materials to the village compost site after the village compost site has been closed by order of the governing body. Yard waste may be delivered to the village compost site for composting when authorized by the governing body.
