(A) It shall be unlawful to:
(1) Dispose of any solid waste except in compliance with this chapter;
(2) Dispose of any solid waste at the compost site except in compliance with this chapter;
(3) Collect and dispose of any solid waste within the municipality except as authorized in this chapter; and/or
(4) Burn garbage, trash, waste, refuse, rubbish or debris within the corporate limits; provided, that the Fire Chief or his or her designated representative may authorize the burning of grass or weeds, through the issuance of a burn permit, and the burning of old buildings and other combustibles by the Fire Department in firefighting practice and training.
(B) A burn permit may be obtained from the office of the Village Clerk-Treasurer for the burning of leaves and yard waste for clean-up purposes during the fall of the year, which permit shall require the approval of the Village Fire Chief. No burning shall take place at the compost site unless specifically authorized by the governing body.
(C) Burning may be permitted in containers approved by the Fire Chief. Such containers must be fireproof and have a metal screen or grate covering the opening.
