§ 37.02 FEE SCHEDULES.
   (A)   Schedule. A schedule of rates, fees and taxes shall be established and amended from time to time by resolution or by ordinance by the governing body for the following:
      (1)   Water services, reconnection fees and water monthly user rates by property frontage feet;
      (2)   Sewer services, reconnection fees and sewer monthly use rates;
      (3)   Any other municipal utilities not specifically designated;
      (4)   Equipment rental:
         (a)   Equipment owned by the village shall only be available for rental by other political subdivisions, including city, town, village, district, association or other public body created by or pursuant to state law; and with the permission of the Village Superintendent; and
         (b)   The restrictions contained herein shall not be applicable in the event that a natural disaster or other emergency occurs, and in such event, equipment shall be made available upon the permission of the Village Superintendent.
      (5)   Solid waste collection;
      (6)   Dog and animal licenses;
      (7)   Occupation taxes;
      (8)   Tobacco license, per year;
      (9)   Elected official compensation, which shall only be changed by ordinance;
      (10)   Site and land use permits;
      (11)   Moving permits;
      (12)   Peddlers and hawkers permits; and
      (13)   Any other fee created by ordinance.

   (B)   Rates and fees. The village shall provide for fees to be charged for the usage of the water and sewer systems owned by the village and sanitation collection as provided through the village at fees as established and amended from time to time by resolution or by ordinance by the governing body.
      (1)   Water rates for consumers of water from the waterworks system of the village shall be based on a monthly consumption.
      (2)   Customer of the municipal sewer system shall be charged a flat rate based on classifications and shall be established and amended from time to time by resolution or by ordinance by the governing body.
      (3)   (a)   Solid waste sanitation monthly rates shall be established and amended from time to time by resolution or by ordinance by the governing body.
         (b)   Commercial solid waste dumpsters that are removed by the village due to nonpayment by the solid waste customer shall require a fee as set forth by village resolution paid prior to the replacement of such commercial solid waste dumpster.
         (c)   The sanitation deposit fee for new sanitation service is two times the rate of one month’s service.
