The municipality shall establish a schedule of rates and fees necessary to maintain various services or to secure various licenses. Said schedule of rates and fees shall be set at such level as is necessary to ensure adequate revenue for the expenses of day-to-day operation, maintenance and long-term capital improvements or processing or to act as deterrent, whatever the case may be.
