For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DEVELOPMENT SERVICES DIRECTOR. The Development Services Director of Surry County or his or her authorized representative.
HEALTH DIRECTOR. The Surry County Health Director or his or her authorized representative.
LARGE GATHERING. The congregation or assembly of more than 1,000, but less than 5,000, people in an open space or open air for a continuous period of 12 hours or more; it shall include gatherings held for any purpose, but shall not include assemblies in permanent buildings or permanent structures designed or intended for use by large numbers of people which meet standards set by local and state Building Codes.
PERSON. Any person, firm, corporation or other organization of any kind which holds, sponsors, organizes, conducts or promotes a large gathering.
