Any domestic animal which appears, in the sole discretion of the ACO, to be lost, a stray, unwanted, or in imminent danger shall be impounded by the Animal Control subchapter and confined in the Animal Shelter as governed by the North Carolina Department of Agriculture. Impoundment of such an animal shall not relieve the owner thereof from any penalty which may be imposed for a violation of this chapter.
