(A) Each franchise applicant planning to operate a transport service within Surry County is required to comply with the provisions of the Surry County EMS system plan. A franchise shall not be awarded until all requirements of this plan are met.
(B) Franchise applicants planning to operate a critical care transport service (aka: SCTP) are required to submit a SCTP plan for approval. A franchise shall not be awarded until the NC OEMS gives its approval. A copy of the approved SCTP system plan shall also be provided to the Board upon application for franchise and prior to hearing.
