Sec. 5-9. Underground utilities.
   With all new construction, be it residential, commercial or industrial, the owner will be required to have underground service for electric, cable and telephone. Any or all services that are relocated, changed or replaced shall be installed underground and must meet the North Carolina State electrical codes for depth and encasement. The town manager has the authority to waive this requirement where this requirement is unreasonable. This requirement shall not apply to utilities companies where it is necessary for the utility company to cross the road from an overhead existing line to a lift pole in order to serve a new residential dwelling.
