If any industrial user is in violation of any condition of his waste discharge permit, or any other provision of this article, and it is determined pursuant to this article that the user's service shall be disconnected, the waste discharge permit shall be cancelled upon the disconnection. Any industrial user whose permit has been cancelled may receive a publicly provided access to the public sanitary sewer only after making an application for a new waste discharge permit.
