It shall be unlawful for any person knowingly and intentionally to harbor, feed, keep in possession by confinement, or otherwise, any stray dog which does not belong to him, unless he has, within twenty-four (24) hours from the time such dog came into his possession, notified an animal control officer. Upon receiving notice, an animal control officer shall take appropriate action. It shall be unlawful for any person to refuse to surrender a stray dog to an animal control officer upon demand of such officer.
