All persons whose plants, buildings, or premises are connected to the public sanitary sewer from and after February 10, 1987, who may be subject to the provisions herein, and who have not heretofore obtained an industrial waste discharge permit shall have thirty (30) calendar days after notification within which to make application to the town for a permit as required.
