The council may, at its discretion, require as a condition under which water and sewer service will be extended, that the owner of a proposed subdivision enter into an agreement to improve the proposed streets therein at his own expense and in accordance with the ordinances. If required, this section shall apply to subdivisions which are located either within or outside the corporate limits.
