Sec. 17-65. Emerging from alley, driveway or building.

   A driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to reaching the sidewalk or the sidewalk areas extending across any alleyway, and upon entering the roadway, he shall yield the right-of-way to all vehicles approaching on such roadway.
