Sec. 17-12. Clinging to moving vehicle.
   (a)   No person shall allow any part of his body to protrude beyond the limits of the vehicle in which he is riding, except to give such signals as are by law required and no person shall hang onto any vehicle whatsoever.
   (b)   It shall be unlawful for any person to cling to or hang onto any moving vehicle.
   (c)   It shall be unlawful for any person riding upon any bicycle, motorcycle, coaster, sled, roller-skates, skateboard or any toy vehicle to attach such bicycle, motorcycle, coaster, sled, roller-skates, skateboard or toy vehicle, or himself, to any moving vehicle upon any roadway.
