Sec. 17-4. Power and duty of police in case of processions, etc.
   Whenever processions, assemblages and parades have been authorized on, upon or over certain streets of the town, the police shall keep such streets from being blocked or used by vehicles, other than those in such processions, assemblage or parade. The police shall have power to clear such streets so that such authorized traffic may not be hindered. It shall be unlawful for any person to fail, neglect or refuse to comply with any order or direction made by the police pursuant to this section.
