Sec. 16-17. Inspection of streets, etc., for encroachments and obstructions.
   The town official over streets or their designee and/or any town ordinance enforcement personnel shall, as often as practical, inspect the streets of the town to determine if there exist any encroachments or obstructions upon any of the streets, wharves or public places, or any unauthorized obstructions in the way of foot passengers or vehicles. If, upon such examination, the town authorities find any such obstructions or encroachments, he/she shall compose a formal letter stating what and where such obstruction or encroachment is and the name of the person causing such obstruction or encroachment.
