It shall be unlawful for any person to place leaves or debris of any kind in the street gutters or in such a manner as to be washed or blown into a street gutter or catch basin. It shall also be unlawful to place leaves, trash or debris of any kind in the catch basins, storm drain lines, ditches or any part of the storm drainage system of the town.
