It shall be unlawful for any person holding a permit as required in section 15-21 to transport garbage or trash over the streets of the town without first securing from the town manager a certificate to the effect that the vehicle designated for this use is suitable for hauling such garbage or trash. Vehicles which allow spillage of garbage or trash will be considered unsuitable for hauling garbage or trash.
