Trash which has accumulated from the construction of a building or substantial improvement thereof shall not be collected by the town. Prior to the issuance of a building permit, the building inspector shall require the owner or contractor of property to be improved to exhibit, and copy, a contract or agreement by a firm engaged in the waste business to pick up trash and debris from the site from a container.
