The council may discontinue public garbage and trash collection service to any commercial establishment if and when such garbage and trash is considered to be industrial waste or commercial grease. The removal of industrial waste is considered to be a manufacturing cost and a legitimate business expense and not one which should be borne by ad valorem taxes or solid waste collection fees.
