Sec. 15-3. Rules and regulations for administration and enforcement.

The town manager and the town council may prepare and publish rules for the effective administration and enforcement of the provisions of this chapter. It shall be unlawful for any person to fail, neglect or refuse to comply with such rules and regulations.
