Except as otherwise provided in this article, any licensed pawnbroker or person in control or charge of any pawnshop, violating or neglecting or refusing to comply with any provision of this article shall be guilty of a misdemeanor punished in accordance with section 1-6 and the license issued therefor may be declared forfeited by the council.
