No pawnbroker doing business in the town shall, directly or indirectly, knowingly buy or receive in pawn any article from any minor without the written consent of the parent, guardian or employer of such minor. Such written consent shall be carefully preserved by such pawnbroker as evidence of his right to buy or receive in pawn such article from such minor. Such written consent shall be subject to inspection in like manner by the police or other lawful officers as provided under section 10-146.
