(a) Generally. The enforcement of this article is vested jointly in the code enforcement officer and the police department of the town.
(b) Certificate of compliance. Before beginning operation, any carnival, circus, or amusement ride operator must obtain from the chief of police a certificate of compliance in the form of a letter certifying that all requirements of this article have been met and all privilege licenses have been obtained.
