No carnival, circus, or amusement ride within the town shall operate any games of chance or gambling for which the customer is required to pay any sum of money for the opportunity to participate. Games involving skill on the part of the participant are not to be considered games of chance. By way of illustration, the following are deemed games of chance or gambling: Any games involving the throwing of dice, card games, roulette wheels or other wheels of fortune, etc.
