Sec. 10-52. Categories generally.

   Carnivals, circuses, or amusement rides operated within the town limits shall fall into the following two (2) categories:

      (1)   Those being sponsored by a local charitable, religious, or civic organization; and

      (2)   Those not sponsored by a local charitable, religious, or civic organization.

   Such carnivals, circuses, or amusement rides shall be referred to as "sponsored," or "non- sponsored."
