Neither the city, nor the Mayor or the City Council, shall change the regular source of water supplied to any property used for residential purposes located in the city or its extraterritorial jurisdiction without first receiving a water source transfer petition, containing signatures from the owners of a majority of legal lots in the property’s water supply area.
