Funds may be budgeted for the economic development activities that enhance the local economy and that establish the local economic development program. A program must further one or more of the following objectives.
(A) To improve the efficiency, competitiveness and the sustainability of businesses.
(B) To improve the community's ability to retain local dollars.
(C) To attract new employers and employees.
(D) To encourage or incentivize business formation and local business ownership.
(E) To encourage inter-business cooperation.
(F) To develop the city as a destination, capturing resident and non-resident dollars.
(G) To improve or create infrastructure that will retain or create business enterprises.
