The Council shall, each year, provide for a public hearing on the budget to take place not less than 15 days after the budget was filed with the City Secretary by the Mayor and prior to the making of the tax levy. As soon as practicable after the conclusion of the hearing, but in any event prior to the levying of taxes for the budget, the budget prepared by the Mayor shall be acted upon by the Council.
