(A) A person may not construct or remodel or convert an existing structure for use as a food establishment unless the health authority has approved the building plan.
(B) Building plans shall be submitted to the health authority for review and preliminary approval before construction, remodeling or conversion is begun. The plans and specifications shall indicate the proposed layout, arrangement, mechanical plans, construction materials of work areas, type and model of proposed fixed equipment and facilities.
(C) The health authority shall grant preliminary approval of these plans if they meet the requirements of all applicable laws.
(D) The health authority shall inspect the food establishment prior to commencement of operations to determine compliance with the approved plans and specifications with the requirements of all laws.
