(A) A notice provided in this subchapter is properly served when:
(1) It is delivered to the permit holder or person in charge; or
(2) The notice is sent by registered or certified mail, return receipt requested to the last known address of the permit holder.
(B) The Health Authority shall retain a copy of the notice in its records.
