(A) A Code of Ethics for city officials is established to reinforce existing state law and to supplement state law as necessary to ensure ethical behavior in the conduct of city business.
(B) The proper operation of democratic government requires city officials to be independent, impartial, and responsible; and that no city official permit any interest, financial or otherwise, direct or indirect, or engagement in any business, transaction, or professional activity to conflict with the proper discharge of duties in the public interest; that governmental decisions and policies be made in the proper channels of the governmental structure; that public office not be used for illegal or improper personal gain; and that city officials shall at all times strive to avoid even the appearance of impropriety or partisanship. The City Council shall be maintained as a nonpartisan body.
