A person or entity whose registration certificate has been revoked or who/which was determined to be ineligible for a registration may appeal the action to the City Council by submitting to the City Administrator a letter of appeal setting out all bases for the appeal not later than ten days after notice of the action complained of.  A hearing on the appeal will then be scheduled for the next regular meeting of the Council for which notice may timely be provided pursuant to the Open Meetings Act, or at a special meeting of the City Council, to be held not later than 15 days after receipt of the request for appeal.  The City Council will render a decision on the appeal within ten days of such hearing.
