§ 111.07 HOURS AND PLACES OF SOLICITATIONS.
   (A)   No solicitation to a residence shall occur between the hours of 8:30 p.m. and 8:30 a.m. the following day.
   (B)   When allowed pursuant to applicable law, solicitation on the public property described in this division shall be subject to the following restrictions:
      (1)   A person shall not engage in solicitation while standing in any public street or on any median located on Brodie Lane or Ernest Robles Way, and shall not unreasonably block, obstruct or hinder passage on a public street while engaging in solicitation.
      (2)   While engaging in solicitation a solicitor may not block, obstruct or unreasonably hinder passage on any public sidewalk, trail, or passageway, or unreasonably interfere with or obstruct the conduct of business in any public or private building.
      (3)   A person shall not solicit an occupant of any motor vehicle either: (i) traveling or stopped for a traffic light on Brodie Lane or an access road of U.S. Highway 290 in the city limits; or (ii) traveling or stopped for the traffic light on Ernest Robles Way within 300 feet of its intersection with Brodie Lane.
      (4)   Solicitation on public property, when permitted, shall not occur whenever the particular public property is closed to the public and signage is located on the property announcing the hours of operation or hours the property is open to the public.
