On April 3, 1990, the City Council duly appointed the City Secretary to serve as the Records Management Officer of the city. The development and implementation schedule of this Records Management Program shall be consistent with those prescribed in House Bill 1285, the Texas Local Government Records Act, as follows:
(A) Adoption of program and copy thereof to be filed with Director and Librarian of the Texas State Library and Archives Commissions no later than January 1, 1991; and
(B) Records control schedules to be implemented and filed with the above agency no later than January 2, 1995.
