This chapter shall not be construed to prohibit the following:
(A) Any certified state peace officer from discharging a firearm in the performance of his or her official duty;
(B) Any citizen from discharging a firearm when lawfully defending person or property; and/or
(C) Any fully enclosed pistol range which has received approval for operation from the City Council.
