A permit may be reinstated by the City Administrator or his/her designee when the revoked permit holder pays the application fee and shows:
(A) That the all fees required by this chapter have been paid; and
(B) That the alarm system is operated in accordance with the requirements of this chapter, and if the cause of a revocation was excessive false alarms, repairs or adjustment of the alarm system necessary to correct such false alarms have been made.
