It shall be unlawful for any person to throw, scatter or deposit in any manner whatsoever upon any street, alley or public place or upon any vacant lot in the city, except in receptacles to be collected by regular garbage collectors, any paper, garbage, trash, rubbish, ashes, manure or miscellaneous waste; and the presence of the same upon any street, alley or public place shall constitute a violation of this section on the part of the owner or occupant upon whose half of the street or alley garbage, trash, rubbish, ashes, manure or miscellaneous waste is permitted to remain for more than 24 hours.
